Port-related operations are part of the location’s identity. The sources used for this industry context include historical official profiles; this guide does not reuse their business counts or output figures as current statistics. Seven named chain leaders and supplier routes

Beilun’s April 2025 announcement names seven chain leaders across five sectors. It makes the industrial proposition more specific than “port-adjacent manufacturing”. A chain-leader designation is evidence of the local industrial structure, not a procurement invitation.

2. Beilun addresses, Daqi manufacturing and port connections

The Ningbo development-zone name is best used as the starting point for a Beilun address search. Daqi offers documented mould and manufacturing references: an official infrastructure notice identifies Lingfeng Modern Industrial Park as the Beilun Daqi high-end mould park. The historical factory rental listing on Yanshanhe North Road provides a separate, precise property reference. Neither document establishes a boundary covering all of Beilun.

Keep the property’s administrative address, industrial cluster and intended port terminal as three separate fields. They affect policy eligibility, supplier contact and transport costs respectively. A manufacturer seeking machining capacity may choose differently from an exporter seeking container handling or a process plant requiring specialist infrastructure.

3. Factory space and named industrial locations

The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.

A useful property proposal should identify the exact building and floor, the area basis and the party responsible for delivery. This lets you compare an existing shell with fitted production space or a future customized building without assuming they have equivalent operating readiness.

4. A Beilun mould or machining workshop

Port proximity is useful only when it improves the proposed shipment chain. Cost the factory-to-terminal journey together with booking, handling and customer delivery requirements. Casting, mould production and machining also need different premises specifications.

For a Beilun mould or machining workshop, the critical property detail can be the movement of the heaviest part rather than the advertised floor area. Model unloading, temporary storage, lifting into the machine and moving the finished tool to dispatch. A narrow gate or an unsuitable yard may require costly handling work even when the indoor workshop is large. Machine foundations and vibration also need to be assessed for the actual equipment.

Separate dry machining and assembly from heat treatment, washing, coating or casting. If these services are purchased externally, evaluate quality, turnaround and transport alongside their unit prices. If they are brought in-house, revisit the environmental and utility brief rather than assuming that a mould-cluster address accommodates them. For a short historical lease such as the Yanshanhe reference, major process investment also needs an explicit plan for renewal, relocation or recovery of equipment.

5. Industrial land: lease, build or adapt an existing site

The dated Daqi rental listing is a lease of existing premises, not a land transfer. Its short remaining term makes it a poor basis for assuming that a capital-intensive production line can stay indefinitely. The Lingfeng infrastructure notice establishes a cluster location but contains no offer of a vacant industrial parcel. This review therefore does not quote a Beilun-wide industrial-land price.

For heavy equipment, casting or an expansion requiring a yard, compare a long-duration industrial lease with a project-specific land proposal. Building foundations, flood and drainage design, vehicle circulation and the position of neighbouring uses can determine whether the plot is useful. For a mould shop or assembly facility, a suitable existing factory may let equipment and customer validation proceed with less development work. The appropriate route depends on the production plan, not simply enterprise size.

6. Factory rent and technical suitability

A Ningbo Property Exchange listing dated 6 May 2026 offered 56-4 Yanshanhe North Road, Daqi, Beilun, at reserve rents of RMB 33.5/m²/month for factory space and RMB 14.5 for offices. The listing closed on 13 May and the advertised term runs to 31 December 2026. It is a named historical example, not current stock or a district average. A short lease also changes whether substantial production fit-out is commercially sensible.

The short-lease economics behind the public reserve price

The Yanshanhe North Road example is particularly useful because its remaining lease term was short. An operator needing heavy foundations, dedicated electrical distribution or exhaust systems could spend more adapting the unit than it saves on a low headline rent. Conversely, a limited assembly or temporary stock operation might attach more value to immediate usability. These are different investment cases even at the same monthly price.

For a port-related factory, separate factory rent from off-site storage, container handling, customs-service charges and inland haulage. A bonded operation may reduce or defer particular customs cash flows, but the business model also introduces inventory controls and handling requirements. Compare the actual imported inputs, domestic sales share and export route before choosing bonded versus ordinary premises; this article does not assign a universal saving.

7. The cost of an operational factory

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. Keep refundable deposits separate from operating expense and account for the time between rent commencement and customer-approved production. For labour, distinguish gross remuneration from overtime, bonuses, employer contributions and practical benefits. The minimum-wage or contribution-base references in this guide retain their original definitions; they do not establish a park-specific hiring median.

From headline rent to an investable operating budget

Consider an export-oriented machining and assembly supplier in Beilun. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are lease duration, machine foundations and the route to the actual terminal. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.

Separate recurring costs from opening investment. Recurring items include premises charges, payroll, utilities, logistics and contracted services. Opening investment includes technical design, building adaptation, equipment installation and the time before production revenue begins. Deposits and working capital are cash requirements even when they are not permanent expenses. Keep recoverable taxes, financing and any approved incentive in distinct lines so the comparison does not hide timing differences.

If the production brief later adds heat treatment, surface treatment or hazardous waste, reopen the technical and admission assessment before treating the original quotation as valid. A change in process can alter the building shortlist, engineering scope and opening sequence. This is an analytical budgeting approach, not a published estimate of local prices.

8. Employment cost evidence has a defined scope

An official 2026 housing-fund notice lists RMB 2,660 as the contribution-base floor for Beilun and several other Ningbo districts. This is a contribution-base reference, not a factory-worker salary quotation or a complete payroll estimate. Obtain recruitment evidence for the actual operator, tooling, quality and maintenance roles. Employer contributions, shift arrangements, transport and accommodation should be costed separately using the applicable rules and employment model.

9. Port-linked production without a port-cost shortcut

In Beilun, quote the movement from the factory loading bay to the named terminal, including container positioning, booking cut-offs and any regulated-cargo requirements. Port access does not remove customs, inventory or shipment-quality work. For tooling and machinery, the more frequent movement may be a heavy mould between production sites rather than a container to an overseas customer. That changes the preferred workshop location and handling equipment.

Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.

For export manufacturing, model the complete route: factory loading, truck restrictions, the selected terminal, documentation, cut-off times and the required sailing service. Port proximity alone does not establish lower delivered cost. Include container storage, packaging and abnormal-load handling if relevant. Compare Ningbo with Qingdao using the same destination lanes and production requirements, rather than ranking locations on a generic distance-to-port statement.

10. A targeted employment grant, not a universal hiring discount

A specific 2026 Beilun notice offers RMB 200 per person per month for eligible employers hiring defined older workers affected by land acquisition, subject to residence, age, contract and social-insurance conditions. Daxie is excluded from the stated scope. The announced September 2026 window concerns qualifying employment in the first half of the year. It is not a general subsidy for a newly planned foreign-owned factory; recheck the window before any application.

Industrial-chain fit and subsidy fit are separate

A business supplying a designated chain leader does not automatically qualify for a technology award. An R&D application normally needs an identifiable technical project, an expenditure trail and the applicant’s own capability; a trading company or a plant with only routine assembly should not present ordinary operating expenditure as research. For the older-worker measure cited above, the eligible employee population and period matter just as much as the employer’s address.

For a new foreign-invested project, Yipu should first separate production admission from grant applications: define the process and intended building, confirm the appropriate implementing entity, then screen R&D, equipment and employment programmes independently. Subsidy assumptions should not be used to justify an otherwise unsuitable short lease.

11. Factory admission and the encouraged-industry question

A park’s target sector, an encouraged-investment classification and eligibility for a grant are separate questions. Define the product, process, inputs, energy demand and emissions, then establish which rules apply. The 2024 foreign-investment negative list removed manufacturing-specific foreign-investment restrictions; this does not waive environmental, energy, fire or product-related requirements. The 2025 energy-review and carbon-assessment measures provide a project-review framework. Determine the applicable authority and evidence for the actual project rather than assuming that an existing industrial address has completed every step. The 2025 encouraged foreign-investment catalogue took effect on 1 February 2026. Match the exact catalogue entry and technical conditions; a park’s sector label is not sufficient.

12. Compare locations around the actual production brief

Compare quick occupation with foundations, yards and long-term expansion needs. Compare matched proposals: the same product, annual output, headcount, utilities and intended start date. A rent figure from an office portfolio should not be compared with a fully equipped factory; a minimum wage should not be compared with an advertised all-in recruitment package.

For a first operation in China, the better location can be the one that reduces customer-validation and startup uncertainty. For a mature production transfer, machinery relocation, spare capacity and continuity may matter more. Record the reason each candidate remains on the shortlist, and identify the one or two unresolved items that could change the decision.

Read its date, property type and evidence label. A historical disclosure, reserve price or negotiable listing cannot confirm current availability. Request a dated offer for the exact building and separate rent from fit-out, utilities and service charges.

Can I use the wage figure as my recruitment budget?

No. A minimum wage, contribution base and advertised maximum answer different questions. Budget actual operator, technician, engineering and management roles by shift, then add employer contributions and benefits.

Does the park guarantee an investment subsidy?

No. Establish the beneficiary, geography, eligible expenditure, project dates, application window and non-duplication conditions. Distinguish support to an enterprise from awards to staff or a park operator.
