Songshan Lake High-tech Zone versus Songshan Lake Science City
The official introduction records establishment in 2001 and national high-tech-zone status in 2010. It describes a 90.5 km² science-city initiative including parts of neighbouring Dalang, Dalingshan and Huangjiang. That science-city figure should not be presented as the factory-leasing boundary of the high-tech zone.[1]
The natural-resources bureau published the public version of the 2021–2035 Songshan Lake spatial master plan in January 2026. Use that official planning record as context and request the current parcel-level conditions for a transaction.[2]
This matters when property advertisements use “Songshan Lake area” loosely. A nearby building may be a sensible alternative, but its authority, local services and eligibility conditions must be checked under its actual address. The map deliberately labels neighbouring towns as comparisons.

Our assessment is strongest for a project that benefits from nearby engineering and technology relationships and can identify suitable production space. A business needing very large yards, heavy external processing or a low-complexity labour-intensive site should widen the comparison rather than assuming an innovation-campus address is the best fit.
CIMC Zhigu and the Digital Technology Industrial Park are different carriers
CIMC’s 2019 account describes Zhigu as a Songshan Lake innovation campus. The operator’s separate Digital Technology Industrial Park page describes north, central and south areas. A later corporate account records opening of the digital technology park in October 2020.[3][4][5]
A Huaxin corporate catalogue gives a central-area address in Building 2, Unit 3 of the digital technology park. That is useful building-level evidence for orientation, but it is an occupied company address, not a confirmed letting unit.[8]

Obtain a colour-coded floor plan identifying production, offices, shared services, receiving, waste storage and escape routes. For a multi-storey unit, simulate a normal shift’s material movement, not just one equipment delivery. Shared lifts can become a recurring operating constraint even when they can carry the heaviest machine.
New space: distinguish a project plan from delivery
A publicly released major-project plan includes proposed biomedical manufacturing space and a 2026 target. A programme date is not a completion certificate or evidence of vacant possession.[6]
Ask a developer for the last dated progress report, building acceptance position, utilities schedule and the point at which tenant fit-out can start. Keep those dates separate from the hoped-for production launch. If the critical path depends on a landlord’s work, agree what happens when that work is delayed.
Land acquisition may suit a process requiring a dedicated engineering solution, but no open suitable parcel or representative current land price was established here. Request the actual land notice and associated planning and project conditions. Do not infer availability from unused-looking areas beside the lake or from renderings of future industrial buildings.
Compare technology-team travel and production freight separately
Map the journey from suppliers to the receiving dock and from finished goods to the customer or chosen port. A team coordinating with Shenzhen may value a location differently from a plant moving containerised cargo. Obtain address-specific travel estimates and cargo quotations rather than adopting a region-wide travel-time slogan.
For batteries, electronics containing batteries or temperature-sensitive medical materials, tell the forwarder the exact cargo type and packaging. Carrier acceptance, storage and documentation can affect the route. For staff, include housing availability, shift timing and the final distance from public transport to the workplace.
A satellite view is helpful for spotting service courts, road junctions and the relationship between industrial and residential buildings. It cannot show spare transformer capacity, a goods-lift reservation system or the permitted hours for loading. Resolve those through the operator and a site inspection.
Rent, incentives and the cost of making space usable
An earlier Songshan Lake low-cost-space policy in the reviewed evidence expired on 31 December 2025. Its rent-support provisions are not presented here as a current 2026 entitlement.[7]
No representative 2026 market-rent range was established for the specific types of factory space in this guide. Request a dated quotation for the actual unit, including the measured charging area, service charges, tax treatment, escalation, deposit and fit-out period. Compare office and production areas separately.
Technology manufacturing can incur substantial cash costs before output: clean areas, power conditioning, environmental control, product tests, software and equipment integration. Staff recruitment and engineering trials should appear in the same start-up budget. Keep any prospective incentive in an upside case until eligibility, application timing and payment conditions are documented.
Staffing, technical services and an expansion route
Define a team around the production system: embedded or controls engineers for intelligent equipment, process and quality engineers for repeatable production, and technicians who can maintain the installed line. University or technology proximity is useful only when it leads to a workable recruitment or service arrangement.
For external testing and development services, request the scope, equipment access, confidentiality terms, ownership of results and repeat-test cost. For an expanding team, evaluate whether the current building can support the next stage or whether a move will be needed. Include that move’s downtime and requalification cost in the lease decision.
Shortlist Songshan Lake when the technology relationships and building capability both support the operating plan. Compare an adjacent Dongguan location where more conventional production space is needed, while retaining a clear distinction between the locations in budgets and authority enquiries.
Build a comparable factory budget
The published monthly minimum wage is RMB 2,080, effective 1 March 2025.[9]
Use current role-specific recruitment quotations for the staffing budget. Add applicable employer contributions, shift arrangements, recruitment, training and support costs separately; the statutory floor is not a technician salary or an all-in employment cost.

Factory setup: turn the shortlist into an operating plan
The 2024 national foreign-investment negative list removed manufacturing-specific foreign-investment access restrictions.[10]
For a proposed investment, check the current rules covering its complete business scope and products with the relevant authorities and qualified advisers. Registration, land or lease arrangements and a production-ready operation are separate workstreams. This guide supplies a site-selection sequence, not an address-specific approval determination.

Give each unresolved item an owner, a document and a target date. Avoid promising a universal launch period: a light-assembly move into a suitable unit and a dedicated process plant have different critical paths. A written plan makes those dependencies visible before money is committed.
For incentives, request the current policy text and application route. Check the applicant, activity, eligible spending, filing date, performance conditions and payment timing. Keep unconfirmed support outside the base operating case. The name “high-tech zone” is not itself a tax ruling or a subsidy award.
Factory rent and total occupancy cost
Separate Songshan Lake manufacturing space from R&D offices and nearby “Songhu” branded properties outside the zone. A carrier directory lists bare R&D offices at CIMC Zhigu at RMB 35–45/m², but does not clearly specify the billing period. Employment costs and recruitment

A reliable current park-specific salary distribution has not been established here. Obtain role-specific recruitment quotations for the intended shifts and experience levels instead of using the minimum wage as the hiring budget.

Compare innovation platforms, industrial carriers and the wider Dongguan component supply chain. Do not substitute a Liaobu or Dalang address for Songshan Lake because its advertisement uses a similar name. Check staff housing, shift commuting and the movement of materials between R&D and production sites.

Before including a subsidy in the investment case, establish the eligible legal entity, qualifying cost period, required recognition, submission window, payment conditions and whether other awards can be combined. Budget the project without an unapproved award and show any potential support separately.
Investment access and factory admission
Confirm Songshan Lake registration and the actual operational address. A high-tech enterprise certificate is separate from environmental or production permission. For wet processes, biotechnology and advanced materials, review the process and building services before negotiating rent support.
