1. Which manufacturing projects should assess Jinqiao?

Jinqiao is worth assessing when production engineering and a Shanghai commercial presence need to work together. Its 2025–2026 action plan emphasizes future vehicles, intelligent manufacturing and communications. For an automotive-electronics supplier or automation equipment company, the practical question is whether a specific building supports assembly, testing and customer demonstrations within one operation. These industry priorities establish a research direction, not approval for your process.

2. Jinqiao north, south and the equipment-town project

Treat Jinqiao as a set of industrial addresses rather than one enclosed estate. A project described as part of “Zhangjiang High-tech Zone’s Jinqiao Park” remains a Jinqiao location; it is not automatically in the Zhangjiang science-city core. The action plan links communications activity with the Xinjinqiao Road corridor. The equipment-town customs-works approval identifies a different project geography around Chuansha Road, Huadong Road, Longdong Avenue and Gaoke East Road.

For a location decision, distinguish the customer-facing engineering office, the actual production building and the goods entrance. 3. Factory space and named industrial locations

The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.

4. Jinqiao automotive-electronics operation

Use Jinqiao’s industrial positioning to identify potential matches, then test the production step against the premises. The following comparisons are project analysis: inclusion in an industrial plan does not approve a process in a particular building.

For a Jinqiao automotive-electronics operation, define the boundary between assembly and the more demanding processes before negotiating the lease. Surface-mount assembly, programming, test, conformal coating and component cleaning can create different extraction, chemical-storage and waste requirements. If coating or cleaning is outsourced, include the transport, handling and supplier-quality interface in the plan. A building that accommodates desks and benches does not automatically accommodate the full production route.

The same discipline helps price a mixed engineering and factory location. 5. Industrial land: lease, build or adapt an existing site

An already-contracted Jinqiao South parcel shows why land needs a separate business case. WK10C-14 covers 84,720.08 m² under contract Hu Pu 2025 No. 73. The record sets construction start within three months of handover, completion within 24 months and production within 30 months, with investment and performance obligations. It names an existing transferee, so it is not presented as land available for your project.

For a smaller new entrant, leasing can avoid having to carry a land-development programme before validating local demand. A large purpose-built operation should instead compare the plot’s permitted product, development intensity, access and long-term transfer restrictions with its capital plan. The land payment alone does not fund the factory, utilities, equipment or pre-production period.

6. Factory rent: request an auditable building quotation

Jinqiao’s 2025 bond prospectus reports 2024 area-weighted rents of RMB 1.35/m²/day for factories and warehouses and RMB 3.20 for R&D and offices. A 30-day conversion gives RMB 40.50 and RMB 96/m² respectively. These are historical issuer-portfolio figures, not current offers or a zone-wide average. Request a building-specific quotation and establish whether taxes, services and fit-out are included.

7. The cost of an operational factory

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. Keep refundable deposits separate from operating expense and account for the time between rent commencement and customer-approved production. For labour, distinguish gross remuneration from overtime, bonuses, employer contributions and practical benefits. The minimum-wage or contribution-base references in this guide retain their original definitions; they do not establish a park-specific hiring median.

From headline rent to an investable operating budget

Consider an automation supplier with an engineering office and light assembly in Jinqiao. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are north/south location, assembly versus demonstration area, engineering access to customers. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.

Separate recurring costs from opening investment. Recurring items include premises charges, payroll, utilities, logistics and contracted services. Opening investment includes technical design, building adaptation, equipment installation and the time before production revenue begins. Deposits and working capital are cash requirements even when they are not permanent expenses. Keep recoverable taxes, financing and any approved incentive in distinct lines so the comparison does not hide timing differences.

If the production brief later adds machining, coating or high-load testing, reopen the technical and admission assessment before treating the original quotation as valid. A change in process can alter the building shortlist, engineering scope and opening sequence. This is an analytical budgeting approach, not a published estimate of local prices.

8. Workforce and operating support

Shanghai’s published monthly minimum wage is RMB 2,740 from July 2025; it is a legal floor rather than a technician or operator salary quotation. Its treatment of employee social insurance and housing fund differs from some other cities. Build a staffing budget by role and shift. Jinqiao Group describes property, environmental-consulting and engineering services; investigate their project scope, provider and fee rather than assuming they are included in the rent.

9. Shanghai engineering, customers and export movements

For Jinqiao, compare the value of engineering and commercial proximity against the freight pattern of the factory. An equipment supplier may need demonstration and acceptance space beside assembly; an electronics supplier may need frequent engineering samples and controlled storage. Keep these functions visible in the premises budget instead of treating every square metre as production.

Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.

For equipment deliveries, model truck access, unloading, packaging and the actual customer or freight-forwarder route from the proposed building. Do not substitute a district-level map pin for a delivery estimate. Compare Jinqiao with the Zhangjiang core when the same project could prioritize manufacturing space or specialist research facilities. Use the same process and staffing brief for both, so the comparison reflects fit-out and operating requirements as well as rent.

10. Policy support and process compatibility

Treat the action plan as an indication of industrial priorities, not a cash grant schedule. A supplier assembling robots has a different site requirement from one undertaking coating or chemical cleaning. Before selecting a building, have the park and relevant specialists assess the process description, exhaust and wastewater, fire strategy, storage and utility load. Obtain the applicable programme and written eligibility conditions before including any support in the investment case.

The replacement Pudong framework through 2030

Pudong’s new framework, Pu Fu [2026] No. 50, took effect on 30 March 2026 and runs through 31 December 2030. It organises support through technology-innovation, industrial-development and SME-development funds. The supported functions and principal effects must be in Pudong. Detailed fund rules determine the amount and application conditions; this framework itself does not promise a uniform rent rebate.

What the applicant must distinguish

For a foreign manufacturer, the practical distinction is between investment in its own production, commissioned R&D, an independently qualified innovation platform and a supplier’s product. A landlord’s recognition does not transfer to every tenant. 11. Factory admission and the encouraged-industry question

A park’s target sector, an encouraged-investment classification and eligibility for a grant are separate questions. Define the product, process, inputs, energy demand and emissions, then establish which rules apply. The 2024 foreign-investment negative list removed manufacturing-specific foreign-investment restrictions; this does not waive environmental, energy, fire or product-related requirements. The 2025 energy-review and carbon-assessment measures provide a project-review framework. Determine the applicable authority and evidence for the actual project rather than assuming that an existing industrial address has completed every step. The 2025 encouraged foreign-investment catalogue took effect on 1 February 2026. Match the exact catalogue entry and technical conditions; a park’s sector label is not sufficient.

12. Compare locations around the actual production brief

Choose Jinqiao for a production-building search; test Zhangjiang where laboratory or pilot-service access is central. Compare matched proposals: the same product, annual output, headcount, utilities and intended start date. A rent figure from an office portfolio should not be compared with a fully equipped factory; a minimum wage should not be compared with an advertised all-in recruitment package.

For a first operation in China, the better location can be the one that reduces customer-validation and startup uncertainty. For a mature production transfer, machinery relocation, spare capacity and continuity may matter more. Record the reason each candidate remains on the shortlist, and identify the one or two unresolved items that could change the decision.

What does the published rent tell me?

Can I use the wage figure as my recruitment budget?

No. A minimum wage, contribution base and advertised maximum answer different questions. Budget actual operator, technician, engineering and management roles by shift, then add employer contributions and benefits.

Does the park guarantee an investment subsidy?
