1. Define the Zhangjiang you are assessing

This guide focuses on the Pudong Zhangjiang core and relevant Science City locations, rather than the wider multi-park Zhangjiang high-tech network across Shanghai. Official planning material identifies integrated circuits, biomedicine and artificial intelligence as major directions. The investor’s first task is to define the intended function: research, pilot production, specialist manufacturing or a combination. A Zhangjiang name alone does not describe the permitted use or infrastructure of a property.

2. Zhangjiang science-city locations, not the citywide brand

The Zhangjiang high-tech brand extends beyond the particular Pudong locations discussed here. This guide focuses on science-city-related research, pilot and industrial carriers. It does not apply the conditions of a Zhangjiang laboratory to every Shanghai park that carries the high-tech-zone label. Jinqiao has its own article because its property and manufacturing decisions deserve separate treatment.

Within the local ecosystem, Pharma Valley, integrated-circuit-related space and Robot Valley have different facility requirements. A 2026 planning approval locates Robot Valley-related landscape works around Xiupu Road and Luoqiao Road in Kangqiao East. A separate report identifies a humanoid-robot pilot platform in phase-one Building 3. These references support a named-location search without inventing a single boundary or treating planned public works as available factory land.

3. Factory space and named industrial locations

The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.

A useful property proposal should identify the exact building and floor, the area basis and the party responsible for delivery. This lets you compare an existing shell with fitted production space or a future customized building without assuming they have equivalent operating readiness.

Four distinct premises briefs for Zhangjiang

A research office, a wet laboratory, a pilot facility and a licensed manufacturing site are not substitutes. An office may suit computational work; a wet lab needs compatible ventilation, waste handling and authorised experimental activities; a pilot plant must support the proposed scale and material flows; commercial production adds its own validation and operating requirements. A property brochure using “biopharma” does not resolve these distinctions.

For semiconductor-related projects, distinguish design and testing from fabrication. For robotics, the reported 6,800 m² pilot-service platform in Robot Valley phase-one Building 3 is a named service reference, not a guarantee of dedicated leased production area. Enquire about equipment access, queueing, confidentiality, test deliverables and fees before deciding whether a shared platform can replace investment in an in-house capability.

4. Zhangjiang laboratory-to-pilot transitions

This page focuses on the Pudong core, not every park in the wider Zhangjiang national demonstration-zone network. Match the building to the product and process. A biomedical or semiconductor branding label does not establish permission or engineering capacity for every production stage.

A Zhangjiang laboratory-to-pilot move should begin with the change in activity, not the increase in floor area. Identify what will be manufactured, at what scale, with which substances or biological materials, and for internal development or commercial release. A laboratory fit-out may have useful ventilation and services without being suitable for the proposed manufacturing standard or product category.

For robotics, shared pilot testing can be an alternative to immediately buying a full internal test capability; for biomedical work, the required quality environment and release responsibilities can be more decisive. Ask an operator for its actual service scope, equipment specification, booking terms and confidentiality arrangements. Compare that proposal with an owned capability and with a separate manufacturing location. The objective is a functioning route from engineering to repeatable output, not simply an address near research institutions.

5. Industrial land: lease, build or adapt an existing site

In Zhangjiang, the first question is often the permitted activity rather than a quoted industrial-land price. Research, pilot production and commercial manufacture may have different land and building-use conditions. The Robot Valley landscape approval, for example, concerns public green space; it is not a sale notice for industrial land. The science-city environmental pilot likewise has a defined scope and does not convert a research address into an unrestricted production site.

A capital-intensive process should compare an appropriately engineered manufacturing location with keeping only its R&D function in the science-city ecosystem. A small pilot line may justify proximity to testing and engineering services, but still needs the right building systems and permissions. Obtain a specific land or property proposal before assigning land cost, buildable floor area or a date for commercial output.

6. Compare laboratory or pilot-space costs separately

This review did not establish a current unit-level rent quotation meeting the required scope. Request separate offers for ordinary research offices, wet-laboratory space, pilot facilities and production premises. Identify what the landlord supplies and what the tenant must install. Ventilation, gas systems, clean areas, utilities, fire-related work and reinstatement can materially affect cost. Compare a usable operating configuration rather than a generic “Zhangjiang rent” figure. The issuer’s June 2026 bond prospectus distinguishes industrial, R&D, office and other properties and describes pricing by location and property type. It does not establish one rent for every Zhangjiang factory. A lab-ready building and a bare industrial shell should be compared by the cost and time to the same validated operating condition.

7. The cost of an operational factory

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. Keep refundable deposits separate from operating expense and account for the time between rent commencement and customer-approved production. For labour, distinguish gross remuneration from overtime, bonuses, employer contributions and practical benefits. The minimum-wage or contribution-base references in this guide retain their original definitions; they do not establish a park-specific hiring median.

From headline rent to an investable operating budget

Consider a science-based business moving from R&D to pilot production in Zhangjiang. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are facility classification, shared-service access and technology-transfer needs. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.

Separate recurring costs from opening investment. Recurring items include premises charges, payroll, utilities, logistics and contracted services. Opening investment includes technical design, building adaptation, equipment installation and the time before production revenue begins. Deposits and working capital are cash requirements even when they are not permanent expenses. Keep recoverable taxes, financing and any approved incentive in distinct lines so the comparison does not hide timing differences.

If the production brief later adds commercial production, regulated products or a larger process scale, reopen the technical and admission assessment before treating the original quotation as valid. A change in process can alter the building shortlist, engineering scope and opening sequence. This is an analytical budgeting approach, not a published estimate of local prices.

8. Plan specialist employment costs

Shanghai’s monthly minimum wage of RMB 2,740 from July 2025 is a legal reference, not a salary benchmark for scientists, process-development engineers or quality and regulatory staff. Identify specialist roles and facilities support separately from production headcount. If research is in Zhangjiang and manufacturing elsewhere, include transfer work, staff travel, sample logistics and duplicated overhead in the comparison.

9. Research-to-production services and their commercial terms

For Zhangjiang, test whether access to shared testing or pilot services changes the amount of equipment the company must purchase itself. The Robot Valley example identifies physical assembly, testing and storage functions; booking priority, confidentiality, test capability and charges still require an operator discussion. A biomedical project needs an equally specific conversation about the relevant laboratory and manufacturing functions. Shared services should reduce a defined bottleneck, not simply add a prestigious park name to the address.

Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.

Compare the Zhangjiang core with Jinqiao or another production location when the project requires more manufacturing space than research infrastructure. This is a functional comparison, not an automatic recommendation to split operations or a claim of lower rent elsewhere. Assess technology-transfer needs, quality-system responsibilities, sample handling and supplier coordination. A single site may be simpler, but only if its permitted use and facilities fit both activities.

10. Keep expired policies and draft plans out of the offer

The older cited Zhangjiang innovation-fund policy stated an expiry of 31 December 2025. A 2026 planning consultation is a draft, not a new standing grant programme. Likewise, a 2025 environmental-review optimization pilot must not be described as a blanket or permanent exemption for all projects. Locate the current formal programme and confirm the facility, applicant and process requirements before relying on an incentive or an approval pathway.

The replacement Pudong framework through 2030

Pudong’s new framework, Pu Fu [2026] No. 50, took effect on 30 March 2026 and runs through 31 December 2030. It organises support through technology-innovation, industrial-development and SME-development funds. The supported functions and principal effects must be in Pudong. Detailed fund rules determine the amount and application conditions; this framework itself does not promise a uniform rent rebate.

What the applicant must distinguish

For a foreign manufacturer, the practical distinction is between investment in its own production, commissioned R&D, an independently qualified innovation platform and a supplier’s product. A landlord’s recognition does not transfer to every tenant. 2026 biopharma support: mature products and contract production

Shanghai’s 2026 call covered 2025 activity. Product applicants needed both sales and annual output to cross the same first-time threshold: RMB 100 million, 500 million, 1 billion or 3 billion. The contract-production track required eligible local entrusted manufacturers and excluded related-party commissioning; repeated support for the same product was restricted. The February 27 application deadline has passed.

This is not a start-up rent programme. A laboratory with no qualifying registered product or production contract should not put these awards into its opening budget.

11. Factory admission and the encouraged-industry question

A park’s target sector, an encouraged-investment classification and eligibility for a grant are separate questions. Define the product, process, inputs, energy demand and emissions, then establish which rules apply. The 2024 foreign-investment negative list removed manufacturing-specific foreign-investment restrictions; this does not waive environmental, energy, fire or product-related requirements. The 2025 energy-review and carbon-assessment measures provide a project-review framework. Determine the applicable authority and evidence for the actual project rather than assuming that an existing industrial address has completed every step. The 2025 encouraged foreign-investment catalogue took effect on 1 February 2026. Match the exact catalogue entry and technical conditions; a park’s sector label is not sufficient.

12. Compare locations around the actual production brief

Compare specialist R&D/pilot support with production-space requirements and the cost of separating the two. Compare matched proposals: the same product, annual output, headcount, utilities and intended start date. A rent figure from an office portfolio should not be compared with a fully equipped factory; a minimum wage should not be compared with an advertised all-in recruitment package.

For a first operation in China, the better location can be the one that reduces customer-validation and startup uncertainty. For a mature production transfer, machinery relocation, spare capacity and continuity may matter more. Record the reason each candidate remains on the shortlist, and identify the one or two unresolved items that could change the decision.

The cited policy expired at the end of 2025. A current formal programme must be identified rather than assuming an extension.

What does the published rent tell me?

Read its date, property type and evidence label. A historical disclosure, reserve price or negotiable listing cannot confirm current availability. Request a dated offer for the exact building and separate rent from fit-out, utilities and service charges.

Can I use the wage figure as my recruitment budget?

No. A minimum wage, contribution base and advertised maximum answer different questions. Budget actual operator, technician, engineering and management roles by shift, then add employer contributions and benefits.

Does the park guarantee an investment subsidy?

No. Establish the beneficiary, geography, eligible expenditure, project dates, application window and non-duplication conditions. Distinguish support to an enterprise from awards to staff or a park operator.

Yes. The 2024 national negative list removed manufacturing-specific foreign-investment restrictions.
