Suzhou Industrial Park (SIP) is a location to assess for electronics, advanced equipment, life sciences and other technology-led manufacturing projects. Choosing a factory here requires a building-level review of your production process, utilities and delivery schedule—not just a match with the park’s industry list.

This guide compares factory leasing and industrial land, explains the published cost evidence, and identifies the checks to complete before committing to a site. It is a location assessment, not a live property listing.

Is Suzhou Industrial Park suitable for your factory?

SIP’s January 2026 industry overview describes a “2+4+1” structure: information technology and equipment manufacturing; four emerging clusters spanning biohealth, nanotechnology and new materials, AI and digital industries, and new energy and green industries; and supporting modern services. These priorities help identify a starting shortlist, but do not establish approval for an individual manufacturing process. 6

If your project needs extensive outdoor storage, unusually heavy production, or treatment of significant process emissions, establish those requirements early. A technology-oriented address does not prove that a specific building can accommodate them.

Match the process, not only the industry name

The following is an initial screening analysis based on official industry and facility descriptions, not an investment-admission decision. 2 3 6 10 12

Research platforms and technical talent may make collaboration and prototyping easier. Whether that saves time or money depends on actual access, capacity and quotations. It does not guarantee supplier cooperation, purchase orders or recruitment.

Where is SIP, and which part should you assess?

SIP is in Suzhou, Jiangsu. The official introduction identifies an overall area of 278 km² and an 80 km² China–Singapore cooperation area. These are district-level descriptions, not the amount of available industrial land. 1

For a manufacturing search, distinguish the High-end Manufacturing and International Trade Zone from the Dushu Lake Science and Education Innovation District. The former combines manufacturing and trade functions; the latter includes research, education and specialist industrial facilities. Neither description replaces a property-level assessment. 2 3

The free trade area and the comprehensive bonded zone are different boundaries. The Suzhou free trade area covers 60.15 km² within SIP, while the High-end Manufacturing and International Trade Zone’s profile identifies a 5.28 km² comprehensive bonded zone. An address anywhere in SIP does not automatically qualify a business for bonded treatment. 4 2

Functional districts, the free trade area and the bonded zone are not mutually exclusive pieces of one boundary system. A map that colours them as separate, non-overlapping districts could be misleading. The Dushu Lake profile also identifies an eastern area separately; different area figures should not be added without confirming their definitions. 3

An official near-term territorial spatial planning page was located, but its listing and detail dates differ and its attachment was not retrieved for this research. No map from that entry is presented here as the current statutory plan. The reference map uses separately checked OpenStreetMap geometry, not surveyed ownership, land-acquisition or planning-permission boundaries. 28 31

Plan a site visit around the candidate factory, relevant supporting services and logistics nodes. A tour of a city exhibition area alone will not answer production questions. Exact property coordinates and textual addresses should remain distinguishable; unverified buildings have not been placed on this map.

Factory space in Suzhou Industrial Park: what is publicly documented?

Published operator and government information identifies several facilities worth investigating. It does not confirm that a suitable unit is vacant today. Obtain a dated building list, technical specifications, commercial terms and the proposed handover condition before comparing options.

Why property status needs cross-checking

Suhong Workshop illustrates the risk of relying on an undated property page. The operator’s older material describes two buildings and 25 units; the government’s October 2024 report describes redevelopment including two new five-storey factories, with July 2026 as the planned opening date. The research did not obtain actual completion or handover evidence. A planned date passing is not proof that a development opened. 8 9

The historical BioBAY Phase V report distinguishes the use of B/C/D sections from the plans for other sections at that time. It does not confirm the September 2026 delivery or leasing position of every section. Similarly, an innovation centre opening inside Zhongyuan Workshop does not establish vacancies across the whole estate. 11 12

For each candidate, request a stable building or unit identifier and attach its specifications, source, status and verification date. Keep redevelopment, planned delivery, actual handover and current availability as separate fields. A building’s appearance cannot establish its clear height, floor loading, usable power or vacancy.

Look inside the industrial area

Use the satellite view to examine building arrangements, roads and neighbouring sites. The map is centred on Xiasheng Road as a reference. Google’s address search did not precisely match No. 28, so the buildings visible in this view are not identified as Modern Workshop units or available properties.

Information to request before a factory viewing

Ask for a floor plan and a clear explanation of usable space, together with clear height, floor loading, column spacing, power capacity, water and wastewater arrangements, fire documentation, loading areas and permitted uses. Clarify whether the handover includes fit-out, specialist equipment or only the building shell.

Industrial land: how to read the published prices

Industrial land should be assessed parcel by parcel. Grant term, permitted industry, floor-area ratio, investment requirements and additional charges can materially change a comparison. Two historical SIP records illustrate why a single “land price” is insufficient.

The G-6 announcement specifies electrical machinery and equipment manufacturing, a floor-area ratio of 2.0–3.0 and minimum investment intensity of RMB 8 million per mu. Its stated starting price excludes the additional charges described in the notice. These records are historical examples, not a current price range or inventory list. 13

For a build-to-suit or land acquisition proposal, request the actual parcel conditions and budget construction, connections, approvals and financing separately from the land grant price.

Parcel conditions and transaction procedure

The reviewed land announcement illustrates requirements relating to bidder eligibility, deposits, bidding and an investment-development supervision agreement. Before treating a parcel as suitable, examine permitted use and industry, development obligations, infrastructure connections, land handover status and the applicable agreement. Availability on a map is not an offering notice. 13 14

The approximate unit figures above are calculated as the published total price divided by land area: RMB 38,540,000 ÷ 69,062.08 m² and RMB 3,200,000 ÷ 8,636.78 m². They are prices per square metre of land, not building floor area. The different dates, terms and price types prevent them from forming a meaningful market-price range. The G-6 notice excludes municipal-support and other construction-related charges from the starting price and specifies deed tax separately; the G-5 transaction table does not disclose a complete cost breakdown. 13 14

What does it cost to operate a factory in SIP?

Factory rent

The reviewed public sources do not establish a reliable current rent for a specified available factory. Request a dated quotation for a named unit, including management fees, taxes, deposits, escalation, fit-out obligations and utility charging. A district-wide average without those conditions is a weak basis for a budget.

Labour and utilities

Suzhou’s official guidance gives a minimum monthly wage of RMB 2,660 from 1 January 2026. This is a statutory floor, not a typical production-worker salary or total employer cost. Budget by role, skills and shift pattern, including applicable employer contributions, overtime and benefits. 16

Electricity costs depend on the supply arrangement and consumption profile. Jiangsu’s time-of-use pricing framework means shift timing can matter; obtain the applicable tariff and supply conditions rather than assume one delivered price per kWh for every factory. 15

Clear height, floor loading and electricity supply are engineering inputs to a cost plan. No uniform factory fit-out cost per square metre has been established in this research. Office-rental reports should not be substituted for production-factory rental evidence.

For electricity, obtain voltage level, capacity or demand arrangements, purchasing mechanism, load profile by shift, contract and recent complete bills. An individual pricing parameter in a policy notice is not the final delivered electricity cost for the factory. 15

Treat incentives as a conditional scenario

Do not enter an unconfirmed incentive as guaranteed income in the base budget. Establish the eligible applicant, validity period, industry conditions, application window, payment mechanism and written basis first. A subsidy for a property owner undertaking redevelopment does not automatically become a rent reduction for a tenant. Keep any supported incentive scenario separate from the base case.

Supply chains, shipping and workforce

SIP’s technology and manufacturing clusters provide a reason to investigate suppliers and engineering capabilities. The presence of a major company is evidence of an industrial activity, not proof that it will become your supplier. For example, Bosch documents a semiconductor test centre in Suzhou; a sourcing decision still requires assessment of your actual vendors, specifications and commercial arrangements. 29

Official reporting describes SIP port container services linked to Shanghai and Taicang, including a CCA import operation in July 2025. Check carrier, cargo, sailing and customs suitability for the shipment you plan. 18

The Shanghai Airport–Suzhou advance cargo terminal is a logistics facility, not a new passenger airport. Its existence should not be converted into a universal transport-time or cost-saving promise. Ask for a route-specific quote and cut-off schedule. 19

Dushu Lake’s research and education functions are relevant to technical recruitment, but do not establish hiring availability for your exact roles. Prepare a staffing plan covering production operators, engineers, quality staff and supervisors; validate recruitment conditions separately from the minimum wage. 3 16

Build a supplier shortlist from your bill of materials

Bosch’s documented Suzhou testing operation identifies a particular semiconductor activity. It does not prove that every chip-manufacturing process is available locally, or that a new entrant can use that company’s production capacity. 29

Brückner’s July 2025 corporate report discusses expansion and a new base planned for completion in 2027. A separate 2026 land record identifies the company as the successful bidder. These are corporate and parcel-level evidence respectively; this research has not established a complete one-to-one match between the reported project and that parcel. Neither should be presented as an already operating new facility or a Yipu client case. 30 14

Start with the project’s bill of materials and processing and testing needs. Check prospective suppliers’ qualifications, capacity, lead times, quality systems and alternatives. Company names and clusters help identify candidates; they do not replace supplier qualification or audits.

Compare shipping on the same shipment assumptions

The official cargo-terminal material records the Shanghai Airport–Suzhou advance cargo terminal opening on 7 April 2025. Confirm the currently served airports, carriers, special-cargo conditions, acceptance deadlines and fees with the operator. 19

For bonded versus general-trade operations, examine imported equipment, material origin, domestic/export sales mix and any repair or research activities. Being in a free trade area does not remove customs formalities or establish automatic tax exemption. 2 4

Compare factory pickup, domestic transport, declarations and supervision services, terminal handling, waiting/storage, main carriage and destination requirements using the same assumed shipment. Without a carrier plan, no door-to-port time or percentage cost reduction is established. 18 19

Recruitment evidence and staffing assumptions

The SIP talent-service centre’s 15 June 2026 notice describes a 2025 compensation survey covering 489 key enterprises and 150,000 employees. Only the availability notice was reviewed; the paid report and occupational salary percentiles were not obtained. This guide therefore does not quote engineer or technician salary ranges from that survey. 17

Education and research institutions can support collaboration, but their presence does not prove a specific role can be filled immediately. Connect recruiting and training schedules to accommodation, meals, actual factory access and night shifts. 3

For operations, verify electricity reliability and capacity, industrial gases, water and drainage, hazardous-waste services and maintenance for the specific building. Public infrastructure existing nearby does not establish that connections are complete, sufficient or authorised for the proposed process.

Setting up manufacturing: checks before signing a lease

China’s 2024 foreign investment negative list removed the remaining manufacturing-sector restrictions on that list. This does not remove general market-access requirements, product licences or site-specific obligations. Assess the full business scope, not just the company’s manufacturing label. 21 22

  1. Define the process. Specify products, capacity, equipment, materials, emissions and utility demand.
  2. Screen locations and premises. Compare intended use, technical capacity, landlord documentation and logistics.
  3. Confirm the applicable approval path. Establish environmental, fire, construction, safety and industry-specific requirements with the relevant authorities and qualified advisers.
  4. Agree the commercial and delivery conditions. Clarify responsibility for upgrades, landlord works, handover and schedule dependencies.
  5. Plan fit-out and commissioning. Link the opening schedule to required works, permissions and equipment readiness.

Environmental assessment requirements depend on the project category and process. Existing building documents do not automatically establish that a new tenant’s proposed production is approved. SIP’s one-stop service centre is a government service resource; a project still needs its own confirmed checklist. 23 20

Separate company setup, premises and permission to produce

The 2024 foreign investment negative list took effect on 1 November 2024. Removal of its manufacturing restrictions does not remove other applicable requirements; ancillary research, services or other activities need their own business-scope review. 21 22

The sequence below is a working framework, not a universal statutory checklist or promised completion period.

The one-stop service centre identifies responsibilities including fixed-asset investment, technological upgrading and energy-related matters. Use it to establish the proper service entry point; its remit is not itself your complete approval checklist. 20

A publicly posted 2025 environmental-assessment document cites 2021 leased-factory environmental-management guidance and considers building permission and environmental facilities. That is a reference within project application material, not the original guidance or a regulator’s confirmation that all rental factories comply. Verify the original rule, its current applicability and the specific premises. Environmental assessment classification depends on project features and environmental sensitivity. 24 23

Break the opening schedule into dependent steps and identify the works or permissions that control delivery. A promoted accelerated-approval case should not be converted into a promise for a new project.

When should you compare other locations?

Keep the comparison tied to your process, customer locations and space needs. A larger industry cluster does not necessarily mean a better building or lower total cost.

Use the industrial park directory to identify comparison locations. Confirm the terms of actual properties before concluding that one district is cheaper or easier to enter.

These are reasons to shortlist, not a ranking. The reviewed alternatives lack same-date, same-specification property and cost samples. 6 25 26 27

Keep product/process, usable production area, handover standard, equipment loads, electricity, headcount, shifts and opening date constant. For each candidate, record what is confirmed, what fails a requirement and what still needs evidence. Do not compare one park’s shell factory with another’s fitted premises as if rent alone explained the difference.

Factory rent and total occupancy cost

A public listing for Hengtai Jinguang industrial space advertises RMB 23/m²/month for approximately 18,984 m². This is an asking price for a named property, not a park-wide average or a verified available unit. 厂房租赁信息 — SIP industrial-space advertisements.

The park’s specialist carriers support different activities: Nano City for nanotechnology, science parks for R&D and industrial workshops for production. Compare shared laboratories, testing services, cleanroom access, logistics and staff commuting at building level. Membership or a nearby institution does not guarantee access to its equipment.

Industrial equipment investmentThe December 2025 policy summary identifies annual equipment investment above RMB 5 million and support capped at RMB 10 million per enterprise per year. The summary does not give a universal reimbursement rate; obtain the implementation rules.
Manufacturing recognitionFirst national manufacturing champion recognition: RMB 2 million; national specialized “little giant”: RMB 500,000. These are recognition-based awards.
Rent supportThe March 2026 payment window concerned previously awarded technology/talent projects and 2025 costs. It closed on 31 March; it is not an automatic rent discount for a new tenant.

Before including a subsidy in the investment case, establish the eligible legal entity, qualifying cost period, required recognition, submission window, payment conditions and whether other awards can be combined. Budget the project without an unapproved award and show any potential support separately.

Investment access and factory admission

For production, establish whether the chosen workshop accommodates the actual process, especially wet chemistry, biological operations and cleanroom exhaust. Research offices and production workshops have different permitted uses. Separate SIP-specific awards from Suzhou city programmes and confirm which legal entity holds the qualification.

The 2025 encouraged catalogue took effect on 1 February 2026; eligibility follows exact entries. 鼓励外商投资产业目录 — encouraged foreign-investment catalogue.

Frequently asked questions

Is Suzhou Industrial Park one large factory estate?

No. SIP is a district containing multiple industrial areas, operators and facilities. A district-level search should lead to a shortlist of specific premises with their own terms and technical conditions. 1 2

Are SIP and Suzhou New District the same place?

No. They are distinct locations with different industrial and property contexts. Use the actual factory address and the relevant district’s records when comparing them; “Suzhou” alone is not a precise site description. 1 27

Can a foreign-owned manufacturer set up in SIP?

Potentially, subject to its business scope and applicable requirements. The 2024 foreign investment negative list removed its remaining manufacturing restrictions, but general market access and project-specific requirements still apply. 21 22

Are there standard factories to rent?

Operators publish descriptions of standard industrial premises, including Modern Workshop. Those descriptions do not establish current vacancy or a confirmed offer for your project. Request a named unit and dated terms. 7

What is the current factory rent?

This guide does not quote a current market rent because a verified offer for a specified available unit has not been obtained. Compare rent together with fees, fit-out, utility upgrades and lease obligations.

Can we acquire industrial land and build our own factory?

Published SIP land records show industrial land grants, but access depends on the particular offering and project requirements. The historical parcels in this guide are not current offers. 13 14

Are all industrial land terms 50 years?

No. The two historical examples above have 30-year and 50-year terms. Read the conditions of the proposed parcel rather than assume a standard duration. 13 14

Is the whole park a bonded or tax-free area?

No. SIP, the Suzhou free trade area and the comprehensive bonded zone have distinct scopes. Customs treatment depends on the location, business and relevant rules. 4 2

Can an existing factory immediately accommodate our process?

That must be assessed. Floor loading, power, fire arrangements, environmental requirements and permitted use may differ from your needs even where another manufacturer previously occupied the premises. 23

Can coating, plating or chemical cleaning take place in a standard workshop?

Do not assume so. Disclose the process, materials and emissions early and confirm the suitability of the specific building and the applicable project requirements. 23

Is the minimum wage a realistic recruitment budget?

It is a legal baseline, not a market quotation. Actual recruitment and employer costs depend on roles, skills, shifts and applicable contributions. 16

How long does it take to start production?

A credible schedule requires a defined site, process, works scope and approval path. This guide does not promise a universal number of months. Compare the existing-factory and new-build routes separately.

Can a building or empty plot on the map be reserved?

No availability is implied by the map. Confirm ownership or leasing authority, boundaries, technical specifications and current commercial status before treating any location as a candidate property.

When should we include Kunshan, Taicang or Suzhou New District?

When your supply chain, staffing, logistics, area, process or expansion needs warrant parallel options. Apply the same project requirements to each candidate rather than excluding a location on reputation or an unverified cost impression. 25 26 27

Evidence to obtain before a final site decision

The public-source research did not include a site inspection, landlord confirmation or project-specific external enquiries. It did not obtain current leasing schedules, original building technical records, a client process brief or authorised real-estate models. Those gaps remain visible rather than being presented as completed due diligence.
