From R&D to manufacturing in Suzhou New District
Suzhou New District, also known as Suzhou High-tech Zone, lies west of Suzhou’s historic city and operates alongside Huqiu District. It is distinct from Suzhou Industrial Park on the city’s eastern side. The official introduction gives 223.36 km² excluding Taihu waters; that administrative area is not a single industrial estate.[1]
The 2026 work report describes information technology and high-end equipment as major industries, alongside photonics, integrated circuits, medical devices and health-related activity. It also records an operating Nanjing University Suzhou campus and a mix of project signings, construction and production launches.[2]
Our site-selection assessment focuses on the point at which a research project needs repeatable production. A promising lab address can become unsuitable when batch size, deliveries, clean utilities or regulated activities increase. Define the intended production stage before searching by campus reputation.
Medpark: choose the phase and the production function
The Medpark operator publishes an address at 188 Fuchunjiang Road and lists enterprise services. A separate company contact identifies a Medpark address at 8 Jinfeng Road. Both appear in the map so that an investor can distinguish the locations instead of assuming every “Medpark” listing points to the same building.[4][5]

September 2026 provincial medical-products regulatory reporting documents outreach at the park. This is evidence of a service interface, not evidence that a new product or factory receives automatic approval.[7]
Ask the operator to introduce a relevant service provider with a clear scope, turnaround time and fee. Where work is outsourced, agree who owns the technical file, test results and change history. Keeping those responsibilities explicit makes later expansion or relocation easier.
Photonics, instruments and advanced equipment
A July 2026 municipal reply discusses cooperation around photonics, medical devices, integrated circuits and embodied intelligence. It supports an investigation of research and industrial partnerships, but not a presumption that a particular institute can manufacture or certify your product.[3]
For optical or instrument production, inspect temperature stability, vibration sources, dust, power quality and the route for sensitive equipment. A clean-looking office floor may lack the environmental stability needed for precision measurement. For equipment assembly, delivery openings, floor loads and lifting capability can outweigh proximity to an R&D institution.
Create a partner matrix with the activity you need, the named organisation, whether it is a research or commercial service, equipment access, confidentiality terms and expected turnaround. Evaluate those services alongside the factory lease. This prevents an attractive innovation story from hiding gaps in the operating plan.
Factories in Hushuguan and the wider district
An April 2026 Hushuguan update reports completion of Suzhou Zhuoyue Materials Industrial Park and describes a first-floor storey height of 8.5 metres. Storey height is not the usable clear height below beams and building services; the figure should not be applied to every floor or property.[6]
Ask for a dimensioned section and structural loading report for any shortlisted building. A materials pilot line may need external plant, exhaust stacks or service yards that are unavailable to a tenant on an upper floor. An instrument assembler may instead prioritise controlled space, offices and reliable goods-lift access.
Separate “completed park,” “accepted building” and “ready unit” in the operator’s response. A finished shell may still require process utilities and tenant-specific fit-out. Obtain a single schedule showing building handover, landlord work, your engineering work and equipment commissioning, with responsibilities against each date.
How to read the district map
Use the regional selector to compare Suzhou High-tech Zone, Science and Technology Town and Hushuguan. Use the internal selector to inspect the two documented Medpark addresses and the materials-park name. District or town search results do not show statutory boundary polygons.
On satellite imagery, look at neighbouring uses, building spacing, external plant locations, loading courts and whether the same entrance serves people and goods. For an upper-floor production unit, the view is only the start: request the lift size, cycle time, booking rules and the complete transport path inside the building.

Space, utilities and the cost of qualification
No verified, representative 2026 rent range or current industrial-land offer was established for the whole district in this review. Medical and photonics space should be compared by production readiness and usable conditions, rather than a single floor-area rate.
For devices, include controlled-area fit-out, validation, test services, quality staff, trial materials and any outsourced processing in the initial cash plan. For photonics, include environmental control, instrument calibration and protection from vibration. A building saving can be lost if it forces repeated testing or a longer qualification period.
A land or build-to-suit option deserves investigation when utility intensity, vibration isolation or future scale is difficult to accommodate in leased space. Ask for permitted use, design restrictions, utility connection responsibility and expansion rights. Treat subsidies as a separate scenario until the project and applicant qualify.
Build a team around the production stage
Recruitment should follow the operating model: research scientists, process engineers, quality specialists and production supervisors are different roles. Define the point at which prototype methods become controlled production instructions, and hire the people who can manage that transition.
For expatriate or travelling staff, compare housing-to-work travel and the journey to the relevant airport using actual departure times. For operators, evaluate shift transport, meals and overtime assumptions. The district’s research resources can be an advantage, but a named recruitment or training plan is needed before committing to a ramp-up date.
Use a staged decision: first confirm process and building feasibility; then technical services and staffing; then commercial terms. Compare Suzhou Industrial Park as a separate location using the same evidence pack, so that differences in park names do not substitute for comparable building data.
Build a comparable factory budget
The published monthly minimum wage is RMB 2,660, effective 1 January 2026.[8]
Use current role-specific recruitment quotations for the staffing budget. Add applicable employer contributions, shift arrangements, recruitment, training and support costs separately; the statutory floor is not a technician salary or an all-in employment cost.

Factory setup: turn the shortlist into an operating plan
The 2024 national foreign-investment negative list removed manufacturing-specific foreign-investment access restrictions.[9]
For a proposed investment, check the current rules covering its complete business scope and products with the relevant authorities and qualified advisers. Registration, land or lease arrangements and a production-ready operation are separate workstreams. This guide supplies a site-selection sequence, not an address-specific approval determination.

Give each unresolved item an owner, a document and a target date. Avoid promising a universal launch period: a light-assembly move into a suitable unit and a dedicated process plant have different critical paths. A written plan makes those dependencies visible before money is committed.
For incentives, request the current policy text and application route. Check the applicant, activity, eligible spending, filing date, performance conditions and payment timing. Keep unconfirmed support outside the base operating case. The name “high-tech zone” is not itself a tax ruling or a subsidy award.
Factory rent and total occupancy cost
A February 2026 issuer disclosure reports end-2024 industrial-property rents of RMB 0.83/m²/day at 855 Zhujiang Road and RMB 1.39/m²/day for a grouped Huojuroad/Xiangyang Road factory portfolio. Medical-device carriers, research institutions and the Science and Technology City serve different production stages. Before including a subsidy in the investment case, establish the eligible legal entity, qualifying cost period, required recognition, submission window, payment conditions and whether other awards can be combined. Budget the project without an unapproved award and show any potential support separately.
Investment access and factory admission
Medical devices require the applicable registration/filing and production route. A research address does not prove suitability for licensed manufacture. Assess chemicals, cleanroom services and emissions for photonics and semiconductor processes before concluding that a building is appropriate.

No. They are different districts. Request the exact Chinese address and authority rather than relying on “Suzhou” in a listing.
Which Medpark address should I use?
Use the address of the specific phase, building and service you are visiting. This guide maps two documented addresses separately.
Can a research office become a production unit?
Only after the building use and your actual production requirements are checked. Laboratory or office suitability does not establish manufacturing suitability.
Does the reported 8.5-metre height mean clear height?
No. It is a reported first-floor storey height for one project. Obtain the usable clearance below structures and services for your unit.
Will being in Medpark approve my medical device?
